초록

This study explores strategies for designing an effective global governance system and enhancing its efficiency in addressing transnational military threats such as terrorism, proliferation of weapons of mass destruction, and cyberattacks. By examining the limitations of the current international security system, the study proposes an innovative approach based on a multi-stakeholder model. It suggests establishing a comprehensive and effective global security governance system through building cooperative networks among various actors, including states, international organizations, non-governmental organizations, and the private sector, as well as developing information-sharing mechanisms and creating legal and institutional foundations. This research provides theoretical and policy implications for constructing a security order in the 21st century.
