초록

This study analyzes the impact of intergovernmental cooperation on the efficiency and equity of public service delivery in U.S. metropolitan areas. By selecting five case studies from New York, Los Angeles, Chicago, Houston, and Phoenix, the study comprehensively examines the types and characteristics of cooperation, motivations and barriers, and effects. The results show that intergovernmental cooperation takes place in various forms and aspects, and different motivations and barriers come into play depending on the context of the metropolitan area. In addition, the effects of cooperation, such as cost reduction, service quality improvement, and resolution of regional problems, were found, but the degree varied by sector. This study demonstrates that intergovernmental cooperation can contribute to improving the efficiency and equity of public service delivery and provides useful implications for future cooperative policy design and practice.
