As climate-related disasters intensify, the allocation and execution of disaster and safety budgets by local governments have emerged as critical policy challenges. This study empirically examines how local councils, which hold the authority to review and approve budgets, perceive and deliberate on disaster and safety budgets at the frontline of disaster management. Through qualitative content analysis of 832 statements extracted from 47 meeting minutes of the Seoul Metropolitan Council's Budget and Settlement Special Committee (2020-2024), we found that council members' attention is predominantly focused on visible hardware investments such as fire stations, safety facilities, and disaster response infrastructure, while software investments including training programs and manual development receive relatively limited consideration. The logic supporting budget increases tends to be normative and abstract, whereas arguments for budget cuts are accompanied by specific evidence, suggesting that there is minimal political risk in expanding disaster and safety budgets. Council members' priorities were found to vary selectively based on constituency characteristics, and their substantive budget control function remains constrained by limited expertise and information asymmetry. Building upon incremental budgeting theory and principal-agent theory, this study develops an analytical framework that reflects the distinctive features of disaster and safety budgets. Policy recommendations include enhancing professional capacity, securing the effectiveness of the policy support officer system, expanding information disclosure, and establishing collaborative governance structures. These findings contribute to knowledge production at the intersection of local public finance and disaster management scholarship, and are expected to inform efforts to redefine the role of local councils in strengthening community safety and resilience.
