This thesis is a study of the Army of Drones Project (AoD Project) in Ukraine, which is a sub-project of the UNITED 24 program, a war-funding initiative led by the President of Ukraine. The AoD Project is managed by a private company responsible for the production, import, maintenance, and distribution of drones, as well as the training of drone pilots. The government supports this private company through laws and institutions. The military utilizes drones supplied by the AoD Project for tactical purposes and continues to develop their use through practice. This partnership benefits both the private company, which profits from mass production and distribution of drones, and the military and government, who gain combat victories. Ukraine has effectively utilized drones to monitor its 2,470-kilometer front-line with Russia and has successfully destroyed Russian tanks, self-propelled artillery, and other ground force equipment. Drones have also been used to attack the flagship of the Black Sea Fleet, the Moskva warship, and the Black Sea Fleet’s home port of Sevastopol. Therefore, the AoD Project can be seen as the source of Ukraine’s drone warfare, making it a crucial subject for detailed study and analysis.
