The areas of civil-military conflict such as THAAD deployment and Jeju naval
base are increasing day by day. Unfortunately, most of the civil-military conflicts related
to the relocation of military bases are struggling, such as being reviewed or difficult due
to opposition from local residents and civic groups. As a result of previous studies, most
of the studies have analyzed issues and derived implications for individual civil-military
conflict cases, but there is a limitation in that explanation through general theoretical
grounds is insufficient. This study aims to effectively derive the causes of success and
failure by structurally analyzing civil-military conflict from the perspective of two-level
theory. As a result of the study, it was found that it was more effective to form policies
by communicating with local residents and civic groups than to make consultations and
decisions between countries or government agencies.
