초록

본 연구는 북한의 다양한 사이버 위협에 대응하기 위한 한미일 3국 사이버안보 협력체계 강화 방안을 모색하였다. 2023년 캠프 데이비드 정상회의는 3국 사이버안보 협력의 새로운 전환점으로, 북 한 사이버 위협 대응 3자 실무그룹 신설과 파괴적 기술 보호 네트워크 구축 등 제도화된 협력 기반을 마련하였다. 그러나 북한 사이버 공격의 지속적 진화, 지정학적 변수, 3국 간 운영 통합 및 정보 공유 의 제약 등은 여전히 해결해야 할 과제로 남아있다. 본 연구는 캠프 데이비드 합의의 실질적 이행을 위 해 고위급 정치적 의지 확보, 강화된 정보 공유 체계 구축, 공동 작전 플레이북 개발, 미래 위협 대비 공동 역량 투자 등 구체적인 방안을 제시하였으며, 이를 통해 동북아시아 지역의 포괄적 사이버안보 협력체계 구축에 기여하고자 한다.

This study explores strategies to enhance the ROK-US-Japan cybersecurity cooperation framework in response to North Korean cyber threats. The 2023 Camp David Summit represents a pivotal turning point in trilateral cybersecurity cooperation, establishing institutionalized collaboration mechanisms including the creation of a Trilateral Diplomatic Working Group on North Korean cyber threats and the Disruptive Technology Protection Network. Despite these advancements, challenges remain, including the continuous evolution of North Korean cyber operations, geopolitical variables, and limitations in operational integration and information sharing among the three countries. To effectively implement the Camp David agreement, this study proposes securing high-level political commitment, developing enhanced information-sharing systems, creating joint operational playbooks, and investing in shared capabilities against future threats, thereby contributing to the development of a comprehensive cybersecurity cooperation framework in Northeast Asia.
