본 연구는 한국이 2024년 12월 초고령사회에 진입한 상황에서 심화되고 있는 노인 사회적 고 립 문제에 효과적으로 대응하기 위한 지역사회 통합돌봄 거버넌스 모델을 탐구하였다. 비교사례연구 방법론을 통해 한국, 일본, 영국, 미국의 통합돌봄 거버넌스 모델을 서비스 연계･조정 메커니즘과 다 주체 협력구조 측면에서 체계적으로 분석하였다. 연구 결과, 각국은 고유한 제도적 맥락을 반영한 서 로 다른 거버넌스 모델을 구축하고 있음을 확인하였다. 일본의 지역포괄지원센터 중심 모델, 영국의 다층적 파트너십 기반 통합돌봄시스템, 미국의 책임의료기구 중심 모델은 각각 차별화된 강점을 보였 다. 이를 바탕으로 한국형 하이브리드 모델 개발, 법적･재정적 기반 강화, 보건-복지-주거-지역사회 연계 강화, 지역 주도성 강화를 핵심으로 하는 정책 방향을 제시하였다.

This study explores governance models for community-based integrated care to effectively address the growing social isolation among older adults as Korea entered a super-aged society in December 2024. Using a comparative case study methodology, we systematically analyzed the integrated care governance models of Korea, Japan, the UK, and the US, focusing on service coordination mechanisms and multi-stakeholder collaboration structures. The findings reveal that each country has developed distinct governance models reflecting their unique institutional contexts. Japan’s community comprehensive support center-centered model, the UK’s multi-layered partnership- based integrated care system, and the US’s accountable care organization-centered model each demonstrated differentiated strengths. Based on these analyses, we propose policy directions centered on developing a Korean hybrid model, strengthening legal and financial foundations, enhancing health-welfare-housing-community linkages, and reinforcing local autonomy for effective implementation of integrated care governance in Korea’s super-aged society context.
