본 연구는 지역경제 활성화 정책수단으로서 지역사랑상품권의 효과성을 제고하기 위한 방안을 모 색하고자, 제천시 지역화폐 ‘모아’의 운영실태를 분석하였다. 2018년 이후 급격히 확대된 지역사랑상품 권 정책은 지역 내 소비 역외유출 방지와 소상공인 보호라는 정책목표를 가지고 있으나, 지자체별 재정 여건과 지역 특성에 따라 정책효과의 편차가 크게 나타나고 있다. 본 연구는 정책효과성 이론, 지역경제 승수효과 이론, 거래비용 이론을 통합한 분석틀을 활용하여 선행연구를 비판적으로 검토하고, 제천시의 인구구조적 특성과 지역경제 여건을 고려한 실질적 개선방안을 도출하였다. 연구 결과, 정책효과성 제고 를 위해서는 첫째, 정보격차 해소를 통한 정책 수혜집단 확대, 둘째, 가맹점 네트워크 다양화를 통한 거 래비용 절감, 셋째, 지역자원 연계형 정책모델 구축이 필요한 것으로 분석되었다. 본 연구는 소규모 지자 체의 지역화폐 정책 설계에 이론적 근거와 실천적 함의를 제공한다는 점에서 학술적 의의를 지닌다.

This study analyzes the operational status of Jecheon City’s local currency (regional gift certificate) “Moa” to explore strategies for enhancing the effectiveness of local currency policy as an instrument for regional economic revitalization. Since 2018, the local currency policy has rapidly expanded with the policy objectives of preventing the outflow of local consumption to outside regions and protecting small business owners. However, significant variations in policy effectiveness have emerged depending on the fiscal conditions and regional characteristics of each local government. This study critically reviews previous research using policy effectiveness theory, regional economic multiplier theory, and transaction cost theory as integrated analytical frameworks, and derives practical improvement measures that consider Jecheon City’s demographic structure and regional economic conditions. The research findings indicate that enhancing policy effectiveness requires: first, expanding policy beneficiary groups through bridging the information gap; second, reducing transaction costs through diversification of the merchant network; and third, establishing a regional resource-linked policy model. This study holds academic significance in providing theoretical foundations and practical implications for the design of local currency policies in small-scale local governments.
