This study analyzes Jecheon City’s foreign resident attraction policy as an innovative response to the intensifying regional extinction crisis. Jecheon City faces severe population decline, with its population falling below 130,000 and an aging rate reaching 25.9% as of January 2024. To address this crisis, Jecheon City has implemented a foreign resident attraction policy focusing on Korean-Russian immigrants, achieving notable success. The city has facilitated stable settlement of 205 individuals across 83 households through substantive support measures, including a 4-month adaptation support center and educational grants. This study examines the success factors of Jecheon’s case from institutional, administrative, and environmental perspectives, deriving policy implications through comparative analysis with other local governments. The findings identify effective utilization of region-specific visa systems, improvement of demographic structure through family-unit migration support, and establishment of one-stop service systems as key success factors.
