본 연구는 2022년 러시아 침공 이후 우크라이나가 구축한 드론 생태계의 민군 협력 구조를 분 석하고, 이것이 전황에 미친 영향을 체계적으로 검토하였다. Army of Drones 프로그램, Brave1 인 큐베이터, 크라우드펀딩 플랫폼으로 구성된 삼각축 협력 모델을 통해 우크라이나는 세계 최대 규모의 드론 조작사 양성 체계를 구축하고, 1,500개 이상의 기업이 참여하는 혁신 생태계를 조성하였다. 120 개국 시민들의 참여로 조성된 $1.4B 규모의 크라우드펀딩은 새로운 국제 안보 협력 모델을 실증하였 다. 이러한 생태계를 통해 개발된 드론 기술은 스웜 전술, 24시간 감시 체계, 정밀 타격 능력 등의 혁 신적 전술을 창출하여 21세기 전쟁의 새로운 패러다임을 제시하였다. 연구 결과는 중소국가의 비대칭 전력 구축과 국방 혁신에 중요한 시사점을 제공한다.

This study systematically analyzes the civil-military cooperation structure of Ukraine’s drone ecosystem established since the Russian invasion in February 2022 and examines its impact on the war situation. Through a triangular cooperation model consisting of the Army of Drones program, Brave1 incubator, and crowdfunding platforms, Ukraine has built the world’s largest drone operator training system and created an innovation ecosystem with over 1,500 participating companies. The $1.4 billion crowdfunding initiative with participation from citizens of 120 countries demonstrates a new model of international security cooperation. Drone technologies developed through this ecosystem have created innovative tactics including swarm operations, 24-hour surveillance systems, and precision strike capabilities, presenting a new paradigm for 21st-century warfare. The research findings provide important implications for asymmetric force development and defense innovation in small and medium-sized countries.
