본 연구는 초고령사회 진입과 노인 사회적 고립 문제 심화라는 한국적 맥락에서, 지역사회 통합 돌봄의 효과적인 구현을 위한 핵심 요소로서 거버넌스 모델에 주목한다. 한국, 일본, 영국의 사례를 중 심으로 각 국가의 통합돌봄 거버넌스 모델이 서비스 연계･조정 메커니즘과 다주체 협력구조를 어떻게 구축하고 운영하는지 비교 분석하였다. 분석 결과, 한국은 지역케어회의 중심의 사례 관리, 일본은 지 역포괄지원센터라는 명확한 조정 허브 운영, 영국은 다층적 구조를 통한 조정 기능 수행이 특징으로 나타났다. 이를 바탕으로 한국형 하이브리드 모델 개발, 법적･재정적 기반 강화, 보건-복지-주거-지 역사회 연계 강화, 지역 주도성 강화 등을 주요 정책 방향으로 제안하였다. 본 연구는 초고령사회에서 노인의 존엄성과 사회적 연결을 유지하기 위한 통합돌봄 거버넌스 구축에 기여할 것이다.

This study analyzes the limitations of stalking victim protection measures despite the implementation of the “Act on Prevention of Stalking and Protection of Victims,” and explores ways to utilize private security services as a complementary solution. Within the current legal framework, public protection measures such as interim orders rely heavily on voluntary compliance by perpetrators, while police resource constraints make 24-hour protection unfeasible, creating significant protection gaps. This research proposes legal-institutional integration plans including: formalization of public-private security cooperation models, clarification of qualifications and authority for private security personnel specializing in stalking response, and establishment of cost-sharing and supervision systems. Specifically, the study recommends creating information-sharing protocols between police and private security for high-risk stalking victims, establishing legal grounds for private security deployment during interim measure enforcement, and introducing specialized qualification systems. The significance of this research lies in providing a legal-institutional foundation that can effectively enhance victim safety by supplementing the limited public protection system.
