본 연구는 미중 전략 경쟁 심화, 코로나19 팬데믹, 러시아-우크라이나 전쟁 등 지정학적･지경 학적 격변 속에서 진행되는 글로벌 공급망 재편과 미국의 정책 변화(CHIPS법, IRA)가 한국의 핵심 산 업인 반도체･배터리 분야에 미치는 영향을 분석하고, 이에 대한 한국의 대응 전략을 평가한다. 연구 결 과, 미국의 정책은 한국 기업에게 투자 기회와 시장 접근성 확대라는 긍정적 측면과 함께, 중국 내 생 산 제약과 공급망 재편이라는 도전 과제를 안겨주는 것으로 나타났다. 한국 정부는 IPEF, MSP 참여 등 다각적인 경제안보 외교를 펼치고 있으나, 미중 사이 균형 유지와 공급망 재편 비용 최소화에는 여 전히 어려움이 있다. 이에 본 연구는 핵심 산업의 초격차 경쟁력 확보, 다층적 협력 네트워크 구축, 안 정성과 효율성의 균형 있는 조화를 통한 ‘전략적 주도성’ 발휘를 제안한다.

This study analyzes the impacts of global supply chain restructuring and U.S. policy changes (CHIPS Act, IRA) on South Korea’s semiconductor and battery industries amid intensifying U.S.-China strategic competition, COVID-19 pandemic, and Russia-Ukraine war. The findings reveal that U.S. policies present Korean companies with investment opportunities and enhanced market access, while simultaneously posing challenges related to production constraints in China and supply chain reorganization. The Korean government has been pursuing multifaceted economic security diplomacy, including participation in IPEF and MSP, yet continues to face difficulties in maintaining balance between the U.S. and China while minimizing supply chain restructuring costs. This study proposes that Korea should exercise “strategic initiative” by securing superior competitiveness in key industries, building multilayered cooperation networks, and achieving a balanced harmony between stability and efficiency in its approach to the changing global economic order.
