본 연구는 한국의 국가중요시설에 대한 드론 위협이 증가함에 따라 대드론체계 발전을 위한 종 합적인 정책방안을 제시하는 것을 목적으로 한다. 2022년 북한 무인기 침투 사건 이후 국가중요시설 에 대한 드론 방어체계의 중요성이 부각 되었으나, 법제도, 기술개발, 예산투자, 조직체계 등 정책 전 반에 걸쳐 개선이 필요한 상황이다. 본 연구는 문헌분석을 통해 현행 대드론 정책의 문제점을 진단하 고, 법제도 정비, 기술개발 촉진, 예산확보 및 효율적 배분, 전문조직 구축, 국제협력 강화 등 다각적인 정책대안을 제시한다. 이를 통해 드론 산업 활성화와 국가안보의 균형적 발전을 도모하고, 체계적인 대드론 정책 추진체계를 구축할 수 있을 것으로 기대한다.

This study aims to present comprehensive policy measures for the development of counter-drone systems in response to the increasing drone threats to South Korea's critical national facilities. Following the 2022 North Korean unmanned aerial vehicle intrusion incident, the importance of drone defense systems for critical national facilities has been highlighted; however, improvements are needed across all policy areas including legal and institutional frameworks, technology development, budget investment, and organizational structures. Through literature analysis, this study diagnoses problems in current counter-drone policies and proposes multifaceted policy alternatives including legal and institutional reforms, promotion of technology development, securing and efficient allocation of budgets, establishment of specialized organizations, and strengthening international cooperation. It is expected that these measures will promote balanced development between drone industry activation and national security, and establish a systematic counter-drone policy implementation framework.
