This study aims to explore the impact of big data and artificial intelligence (AI)
technologies on the formulation and implementation of public policies and to propose policy
and technical measures for the effective and responsible use of these technologies.
Through a literature review, we analyzed the characteristics of big data and AI technologies
and their application cases in public policy, and identified the opportunities and risks that
may be faced in this process. The results show that big data and AI technologies have the
potential to innovate the policy analysis, design, monitoring, and evaluation processes, but
they also contain risk factors such as data bias, privacy infringement, and algorithm opacity.
Based on these findings, this study derives policy and technical recommendations, including
data quality management, development of explainable AI technologies, establishment of
ethical guidelines and regulatory frameworks, and stakeholder engagement. The results of
this study will contribute to enhancing the understanding of the application of big data and
AI technologies in public policy and seeking practical measures to maximize the potential of
these technologies while mitigating the inherent risks.
