This study focuses on the surge in caregiving demand due to population agingand the consequent increase in economic burden. It analyzes the economic and social
impact of introducing foreign care workers as a countermeasure. The study also
examines the influence of minimum wage policies and ILO conventions on protecting
the rights and improving the treatment of foreign care workers. The results confirm that
utilizing foreign care workers can alleviate labor shortages and cost burdens, but may
cause discrimination and human rights issues. Therefore, to ensure the sustainable use
of foreign care workers, the study suggests institutional efforts to guarantee minimum
wages and protect labor rights. This research is expected to provide useful implications
for establishing caregiving policies in response to aging
