21세기 한국사회는 세계 최저 수준의 출산율과 급속한 고령화로 인한 인구구조 변화에 직면하 고 있으며, 이는 전통적인 징병제 기반 국방체계의 근본적 재검토를 요구하고 있다. 본 연구는 우크라 이나, 이스라엘, 북유럽 국가들의 고령 인력 활용 사례를 분석하여 한국형 시니어 솔저 체계의 발전방 향을 제시하였다. 현행 40세 상한연령 제한으로 인해 40-60세 연령대 736만명의 군복무 경험자가 미활용되고 있는 현실을 지적하며, 전문성과 경험을 바탕으로 한 새로운 국방패러다임의 필요성을 강 조하였다. 연구결과, 연령 제한 확대, 전문성 기반 차별화, 민간부문 연계 강화를 통해 고령화 시대의 도전을 국방혁신의 기회로 전환할 수 있음을 확인하였다.

Korean society in the 21st century faces fundamental demographic challenges with the world’s lowest fertility rate and rapid aging, necessitating a comprehensive reconsideration of traditional conscription-based defense systems. This study analyzes cases of elderly workforce utilization in Ukraine, Israel, and Nordic countries to propose developmental directions for a Korean-style Senior Soldier system. The research highlights the reality that 7.36 million military veterans aged 40-60 remain underutilized due to current age restrictions at 40, emphasizing the need for a new defense paradigm based on expertise and experience. The findings demonstrate that expanding age limits, implementing expertise-based differentiation, and strengthening civilian sector linkages can transform the challenges of an aging society into opportunities for defense innovation. The study contributes to academic discourse by systematizing the concept of Senior Soldier and providing a theoretical framework for integrated economic-security linkage effects in aging societies.
